Does anyone know if soot damage is covered by home owners insurance?

If the soot was caused by the candles on one occurrence, then yes. But if it was cause by multiple times you burned candles, then you might be looking at a deductible for EACH occurrence. I would call a restoration company (i.e. ServiceMaster) and let them see where the soot is in your home. They should give you a free estimate. Look at that first and then determine if you think you should file a claim.
