Is home insurance quote negotiable?

you might differences in companies but if you are trying to negotiate with the company you are dealing with, their quote is their quote and more than likely unless you change coverage, no change
Within most companies they offer several levels of insurance. For instance if you are willing to have a larger deductible or less items covered you can get lower rates. They sometimes also give you a discount because you have been with them several years or you include your car insurance with them or you have a newer home or security or such. But I have never seen then negotiate and offer the exact same coverage to two identical types of customers for two different prices.
