You'll first need to read your policy, front to back. Read the "covered" items sections, then read the "exclusions." And read everything in between. Depending on what your policy states will determine if there is coverage. There is NEVER coverage for maintenance--that's the responsibility of the homeowner.

Also...insurance is for large loss situations, like your house burned down, a car comes flying through into your living room. File a claim and your rates rise. Is it worth it? Additionally, what's your deductible? If the work is less than your deductible, or slightly over your deductible--I wouldn't file. Why put myself in a situation that would raise my rates????

It doesn't cover the cost to fix the problem but it SHOULD cover the damage caused by the short - ie, any resulting fire or damage to electrical items.

It's NOT going to pay to upgrade (or modernize) vintage wiring. That's a maintenance issue.

it depends on what kind of policy you have, but it most likely wouldn't be worth paying the deductible. call your agent and discuss it with them, they should be able to tell you whether or not it will be worth filing a claim.

Was the room damaged already ? Did you already know that the room needs to be rewired ?

The way insurance companies work ..... if there was damage to a room as a result of a short ..... if it was caused by faulty wiring they would probably pay to fix the room and its wiring.

But there is a risk ... if there is no damage yet and the insurance company deems your wiring is unsafe. ..... they may drop your coverage until the house is rewired and inspected. And that would be at your cost .....
